Mark Henry &
Associates September 3, 2002 TO WHOM IT MAY CONCERN: I have been requested to write a letter of recommendation for Sabre Engineering. I am pleased to say that because of its performance, I have come to regard both Sabre Engineering and its principal, Robert W. Schmitz quite highly. I first became acquainted with Sabre Engineering in early 1998 when they were retained by my company, Transportation Techniques LLC (TransTeq), to assist in the development of advanced hybrid electric propulsion systems for vehicle applications in the public transportation sector. At the time, I served as Executive Vice President of TransTeq and had the opportunity to work closely with Sabre throughout project. It is not overstating it to say that Sabre achieved groundbreaking results for our company. Through its work, an advanced, high-technology hybrid electric propulsion system was produced that integrated state-of-the-art electro-mechanical devices, assemblies and subsystems into an optimally balanced triad of energy generation, energy storage and energy consumption elements. Mr. Schmitz personally authored the control system software that is the “glue” that ties the total system together. Perhaps the best measure of Sabre’s success on this project is that the largest fleet of hybrid electric transit vehicles in service today, which incorporate Sabre Engineering designs, are moving over 50,000 people daily on the Denver Pedestrian Mall. It is also worth noting that through the foundation work of Sabre Engineering, a number of patent applications were submitted by TransTeq in areas of hybrid electric control systems technology, vehicle suspension systems and other areas. Some of the patents have been granted to TransTeq and others are pending. During Sabre’s tenure with our company it worked with minimal supervision to help complete the bus design and provided a broad range of valuable services including control system hardware and software design and packaging, vendor management support for the electrical and mechanical components, and design support for pneumatic, hydraulic and electrical power systems. Sabre also became a valuable and trustworthy member of the TransTeq team providing customer support, helping build relationships with vendors, and fabricating major control system assemblies for TransTeq during the production phase. Moreover, Mr. Schmitz’s personal traits of loyalty, and commitment to ethical principles coupled with his patience and ability to mentor colleagues make him an ideal leader and would be of great value on any project in which he chose to involve his company and participate. I am happy to say that I can recommend Sabre Engineering without qualification. I am confident that no firm would be better suited for any project for which you might consider this company. Sincerely,
Mark H. Alspaugh
